Major Shift in Canada’s PGWP Policy: What International Students Need to Know (Effective June 25, 2025)

·

·

Canada has always been a top destination for international students seeking quality education and post-study work opportunities. But starting June 25, 2025, a significant policy update by Immigration, Refugees and Citizenship Canada (IRCC) may change how students plan their academic journey in Canada. Here’s what you need to know about the overhaul to the Post-Graduation Work Permit (PGWP) eligibility criteria.

What Has Changed?

In a strategic move to align post-study work privileges with labour market demands, Canada has:

Added 119 High-Demand Fields

Students pursuing programs in these sectors can still qualify for the PGWP:

  • Healthcare & Social Services Examples: Veterinary Technology, Dentistry, Medical Lab Technician
  • Education Examples: Early Childhood & Teacher Education
  • Skilled Trades Examples: Construction Engineering, CNC Machining, Culinary Arts

Removed 178 Fields Due to Lower Job Demand

PGWP eligibility has been withdrawn from programs such as:

  • Transport & Logistics
  • Agricultural Machinery
  • Environmental & Sustainability Studies
  • Select Trades (e.g., Solar Energy Technology, Electrical Transmission)

🎯 Note: Bachelor’s, Master’s, and Ph.D. programs remain eligible by default.

⏳ Transitional Rule for Ongoing Applicants

If you’ve applied for a study permit between November 1, 2024, and June 25, 2025, you’re in luck! You’ll still be eligible for PGWP even if your program is on the removed list.

📌 Why This Matters

Canada is shifting its post-study work pathway to match real-world skill shortages. This means:

  • Smarter career planning based on long-term employability
  • Enhanced opportunities in healthcare, education, and trades
  • Students can better align their academic choices with Canada’s workforce needs

🎓 What Should Students Do Now?

Here’s how you can navigate this new terrain:

  1. Evaluate your chosen program against the updated PGWP list
  2. Seek expert guidance to explore alternative eligible courses
  3. Review transitional provisions if you’ve already applied
